Back in 1968, I was first introduced to Nevada when I was in the Navy, stationed at the Fallon Naval Air Base. Fallon is about 70 miles east of Reno and it's the place where they train Navy pilots to bomb. I worked on the spotting range. Today, it's also the home base of "Top Gun."
So, one night in the auditorium, they had a showing of the Beatles "Yellow Submarine." After the show, they came in and asked everyone to stay. They wanted volunteers for a special force that would assist and going into cities in the event of Civil Unrest, if ordered by LBJ. Everyone laughed. Like, we were going to learn to use guns and go in and patrol the streets of Reno if all civil authority broke down over Vietnam War protests. Eventually, lots of drills were held.
The military has always done these things. For it to be implemented, there must be such a breakdown of authority that the police and courts can no longer function and anarchy prevails. And, it can only be done in the specific localities where it occurs. Even Lincoln was unable to do it in the civil war, other than in recaptured southern states.
Of course, in the event of uncontrolled rioting, it certainly is appropriate to send the National Guard in to help restore and maintain order.

This kind of reminds me of the plans I've seen for invading and occupying Canada. It plays out in the think tanks in the event of some yet-to-be-imagined scenario. But trust me, Naomi, this will never happen. The last time we tried it, you guys did an end run and occupied Washingtion, burning down the White House. James Madison, who was considered one of our better Presidents (he authored the Constitution), was off personally leading the troops in invading Canada (the only US President to actually go into battle), leaving his poor wife, Dolly Madison to flee for her life, rescuing what mementos she could.

Nah, Canada is safe from invasion. We are known worldwide for our caring, peacekeeping troops.
We do what we can. I do worry there will be a terrorist attack on Canada, or maybe a NK nuclear missile will fall short and land on Canadian soil...it could happen.
Now with Russia sinking chinese ships, we could be facing something like world war three very soon. So many things seem to point to a coming global confrontation. I don't want to think it, to feel it, but I do.
